According to the top fishing tackle trade organization, Fishing Tackle Retailer, the new tariffs will indeed impact the cost of fishing tackle this year, particularly reels that contain Aluminum( read: nearly all of them) will increase up to 25% in cost this fishing season.

New Trump Tariffs Impact the Fishing Industry

An update from the American Sportfishing Association on two recently signed Executive Orders and their impacts on the fishing industry.

Action 1: Fishing Reels and Other Products Subject to New 25% Tariffs Effective March 12

On February 10, President Trump signed two new Executive Orders (10895 and 10896) raising the current 10% tariff rate on aluminum products to 25%. The actions also expand product scope coverage for both steel and aluminum to include a broad scope of derivative products including fishing reels and other outdoor industry products and eliminate all existing country exemptions and quota allowances.  

A list of affected products can be found in the Annexes (steel and aluminum), or in this spreadsheet that provides Harmonized Tariff Schedule (HTSUS) codes and product descriptions. 

Although the Executive Order states the action is effective Wednesday, March 12, 2025, Customs and Border Protection has not yet released guidance on how the actions are to be implemented by U.S. importers. 

The notices specify that the ad valorem 25% duty will apply only to the steel or aluminum content, rather than the full article value, for products specifically listed in the Annexes, as well as any future lists of derivative products not classified under Chapter 73 or 76 of the HTSUS. Tariffs will be applied on products entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 am EST, March 12, 2025.

Particularly notable for ASA members, the aluminum content of the following products will be subject to the new 25% tariffs: 

  • 9507.30.2000: Fishing Reels Valued Not Over $2.70 Each 

  • 9507.30.4000: Fishing Reels Valued Over $2.70 But Not Over $8.45 Each 

  • 9507.30.6000: Fishing Reels Valued Over $8.45 Each 

  • 9507.30.8000: Fishing Reels Parts and Accessories 

  • 9507.90.6000: Fishing Landing Nets, Butterfly Nets and Similar Nets 

Country exemptions, suspensions, and quota limitations have been terminated. The order now covers imports from ALL countries equally, including Canada and Mexico. Previous exemptions were: 

  • Steel 

    • Fully exempt: Mexico, Canada, Australia 

    • Quota: EU, UK, Japan, Argentina, Brazil, and South Korea 

    • Suspended: Ukraine 

  • Aluminum 

    • Fully exempt: Mexico, Canada, Australia 

    • Quota: EU, UK, and Argentina 

Action 2: Reciprocal Tariffs Announced; Industry Impact Remains Unknown

President Trump has also directed Administration officials to develop reciprocal tariffs. On February 13, Trump signed a presidential memorandum to direct the U.S. Trade Representative and the Secretary of Commerce to develop country-by-country reciprocal tariffs to “rebalance” U.S. trade relationships by April 1. Reciprocal tariffs, or tariffs applied to imports that are equal to the tariff that country levies on American goods, are a priority and a campaign promise from President Trump. The announced tariffs will likely target countries with the largest trade deficit with the United States, including China, Canada, Mexico, Japan, Korea, Taiwan and EU countries.   ASA continues to monitor these developments and work closely with the administration and Congress to support the sportfishing industry and its $230 billion impact on the U.S. economy.
